I live in your district, and I am writing to urge your NO vote on AB 1448 (Hart). This bill threatens to drive California's already high gas prices even higher by preventing critical in-state energy production. AB 1448 exacerbates a core issue that is already plaguing our state – California is an energy island, with over 75% of our crude oil supply imported from out of state and foreign sources. This heavy reliance on imports is why Californians are paying nearly 50% more at the pump than the national average.

AB 1448 is designed to block the repair of Sable's Santa Ynez Unit, which would replace 1-2 million barrels of foreign crude monthly with a secure, local supply. This bill also threatens another 20 existing projects, representing another 5% of in-state production that could be brought to a standstill. Reducing California's in-state production by even small amounts translates to millions of gallons of increased oil imports every month, further exposing consumers to foreign price fluctuations.

At a time when affordability and the cost of living is a top priority for all Californians, we need policies that stabilize and lower energy costs — not drive them higher. Legislative leadership and fellow democratic lawmakers pledged to put affordability first this session — AB 1448 would break that promise to Californians.

Dear Assemblymember,

I am writing to urge your NO vote on AB 1448 (Hart), which would obstruct environmentally responsible local oil production in favor of more carbon-intensive foreign imports from countries that don’t share California’s environmental protection standards. California produces some of the cleanest crude oil in the world under the strictest environmental regulations, yet we continue to increase our reliance on imported foreign crude that comes with a significantly higher carbon footprint – including from tankers needed to ship that crude around the globe.
 
As the Assemblymember representing my district, you are aware of the energy challenges facing our state. California is on track to lose 20% of its refining capacity in a year – a major hit that will impact fuel supply, gas prices and the cost of living for everyone. The need to protect local energy production has become such a challenge that it was the sole focus of last year’s special legislative session, which aimed to reign in crippling gas prices by requiring minimum fuel inventories. AB 1448 runs counter to these goals at a critical time.

California’s leaders must make good on their promise to protect consumers and shore up supply of a resource our state relies on – not risk putting us in an even more precarious position. Please vote NO on AB 1448.

I am writing to urge your NO vote on AB 1448 (Hart), which threatens to block the repair of Sable's Santa Ynez Unit and Las Flores Pipeline System – preventing California from producing crude oil we need in the safest and most affordable manner.
 
In coordination with federal, state, and local regulators, Sable has implemented comprehensive environmental safeguards that make this the safest pipeline system in California. These safety measures include 24/7 pipeline monitoring with enhanced leak detection, 27 new emergency shutoff devices, integrity inspections conducted 10 times more frequently than regulatory requirements and strategically located response teams and equipment for rapid deployment. The safety measures Sable has put in place prioritize diligent pipeline operation and maintenance to prevent problems before they occur. All employees receive rigorous training and Sable's leadership team averages three decades of experience operating oil and gas facilities safely in California, with numerous industry recognitions for environmental stewardship.

The unit will operate under strict oversight at every level of government, with regular emergency response drills supervised by the Santa Barbara County Fire Department, California Department of Fish and Wildlife, California State Lands Commission, U.S. Coast Guard and Bureau of Safety and Environmental Enforcement.

Producing oil locally reduces greenhouse gas emissions associated with importing foreign oil to California to meet current demand. This reduction in long-distance marine transportation can lower carbon intensity by up to 75% compared to current import methods.

Simply put, local energy production is safer and better for our environment than increasing our reliance on foreign imports – and this pipeline system would be the safest in California. I urge you to vote NO on AB 1448.
