I am writing regarding the California Coastal Commission's recent enforcement action against Sable Offshore Corp. This action represents a concerning regulatory overreach that threatens an important energy project.

The repair and maintenance work on the Santa Ynez Unit and Las Flores Pipeline System was fully authorized by previously approved coastal development permits from Santa Barbara County and also the Commission. The County explicitly confirmed in February 2025 that the anomaly repair work was authorized under existing permits — including the County’s Coastal Development Permit covering Sable’s facilities.

Commission staff has repeatedly disregarded Santa Barbara County's authority as the delegated agency under the Local Coastal Program. The proposed penalty would be the largest ever imposed for work on a previously disturbed pipeline corridor — where all of the impacts were fully mitigated when the pipeline was first built. The Commission has not demonstrated any new adverse environmental impacts that have not already been mitigated. 

This unreasonable overreach appears to be an attempt to exert influence over the restart of oil production operations, which is outside the Commission's jurisdiction. I urge you to recognize Sable's compliance with existing permits and reconsider this enforcement action.

This project will help control our own energy destiny and provide much-needed relief to California families.
